Elderly woman fined for feeding birds

AN EIGHTY-ONE year-old woman with senile dementia has had her pension blocked by the council over an unpaid fine for feeding pigeons.

In March 2014, Pepa Cerdan from Malaga City’s Las Flores district was sent a €167 fine from the council for feeding pigeons and stray cats.

She complained at the time she was unable to pay, explaining that her €600 pension barely covered her living costs, but insisted animals were her only love and she would continue to feed them.

Now, her children have found that €125 of her pension have been blocked by the council, and that there is a second fine for the same alleged offense from this summer.

The family has lodged complaints, stating the fines are excessive and unfair given the woman’s circumstances.
