The number of drinks could be limited when bars reopen in order to ensure social distancing.
Economist at Lancaster University, Eyal Winter is part of a behavioural team advising the government.
He told The Guardian landlords would likely have to control customer numbers to ensure physical distancing, and that after pubgoers had drunk their two or three pints, could be asked to leave.
Winter said restrictions need to be put in place to avoid overcrowding after a long-awaited reopening.
