Question: Until last September I was the president of my community. I tried very hard to get the owners and holidaymakers to adhere to the community rules. The owner of the house opposite was asked on many occasions to remove articles from his front veranda balustrades. Because of his ongoing harassment, I gave up the president position. Now, months later, this owner has decided to whistle marching songs and recently began to give me the Fascist salute when we go out or are in our garden. This is very annoying and upsetting. Of course, he only does this when nobody is around. What can we do to get this person to cease these actions? R.B. (Costa Blanca)
Answer: Clearly, your neighbour feels you were over-zealous in your efforts to enforce the community rules. However, if he has not threatened you with physical violence or directly insulted you, there is little you can do legally. The most effective way to deal with this type of behaviour is to ignore it. This will take some effort on your part. If he decides to make himself even more unpleasant, you may then go to the police.
