Four marihuana greenhouses were dismantled and 20 arrested by police in Malaga and Granada.
Eighteen men and two women aged between 19 and 65 were arrested and 1,500 plants and 40 kilos of cannabis confiscated during the police operation.
Assets worth more than €1 million have been blocked and another two greenhouses discovered which were being prepared for use.
The greenhouses were set up inside homes and electricity had been channelled from streets outside to run the equipment, police reported.
Spanish citizens in Estepona and La Linea were found to be in contact with the French leader of the group who moved drugs between Morocco, Spain and France and is suspected to have been involved in a murder in Estepona in 2013.
