MALAGA city councillors have a limit of €300 per month on their mobile phones.
This limit includes the mayor, while directors can spend up to €250, intermediate directors €50 and inspectors €30.
On average, €9,000 per month is paid by the city council on mobile phone calls alone.
The city council staff have 635 mobile phones, 15 per cent of them smartphones, and department heads will receive reports of how much the staff in their department have spent.
There have often been times when some of the staff at intermediate levels have had to have their phones cut off because they have spent too much.
The councillor who spent the most in 2012 is the head of Safety and International Relations, Julio Andrade, with €348.69 on average per month. The mayor, Francisco de la Torre, spent an average of €172.70 per month.
