Santa Cruz de la Palma Council (Canary Islands) used €166,000 from the Ministry of the Environment to build a cockfighting ring, Guardia Civil said.
A spokesman for the Nature Protection Service (SEPRONA) said the money was for the World Biosphere Reserve on the island.
The mayor, Sergio Ramos, said it had been built during the previous term of office.
