Mallorca
Plans for Palma’s second ring road have ground to a halt due to the fact that they are not included in the regional road building plan so technically speaking, the project remains illegal. The ring road, which is crucial to alleviating congestion in the city centre, has ironically been approved by all parties on the Council of Mallorca and the money even exists to finance its completion. However, the fact remains that it is not included in Mallorca’s still to be approved Road Plan, which means that no headway can be made at all.

The Roads Director on the Council of Mallorca, Gonzalo Aguiar, recently explained that what his department was able to do was build along the route which had already been planned under the former second ring road project, but the connecting road remained outside his jurisdiction. He went on to say that if the modification to the new ring road project is not included in the island’s Road Plan and subsequently approved, then there would just be a stretch of dual carriageway going nowhere.
Plans were to begin building in four stages during the term of office of the present Balearic Island Government, but now only the first phase is to be carried out under preliminary plans., although the money will no be lost despite the fact that this second ring road will now have to be put on the back burner for the time being.
Other important projects such as the original ring road’s third lane, the access to El Molinar from the airport motorway and the Son Servera ring road will not be subjected to any delay as they were included in a previous Mallorcan Road Plan.
